Is This An Ambiguous Sentence?

Hi teachers,

While reading the forum's answers, I come across the following sentence:

"No matter how many times she told him to, Timmy would not wear his coat at the bus stop."

  1. Is it defined as a vague sentence?
  2. If not, then I want to complete the sentence after "to", what should I say?
