Is this all correctly worded?
As proclaimed by the law of the Blood Fleet, Tol was named the commander of the pirates after Xanka’s death. That night, the various pirate captains gathered on the Thunderer, where they were offered a life changing deal by their new leader. Tol gave the captains the offer of abandoning the life of a pirate and submitting to the authority of the empire. Tol promised that by doing this they would receive amnesty from the emperor and would become the first Imperial Navy of Ergoth. Many of the captains declined Tol’s offer to serve the empire, but in the end sixty-six of them agreed. Tol ordered the new Ergothian navy to sail to Thorngoth, while the remnants of the Blood Fleet scattered throughout the Gulf.
