Is this a time to

Father sees son come back home at three thirty in the morning and exclaims:

a. Is this a time for coming home?
b. Is this a time to come home?

c. Is this the time for coming home?
d. Is this the time to come home?


The intended meaning in this context is that you have come home too late.

Which of the sentences a-c could one use in such a context?

Instead, I'd say: "What time do you call this!"

I hadn't heard that sentence before. Is it a 'set' sentence? It seems like an idiom. Is it used in any other cases? Could one used it if someone does something too early for instance?
