Is this first sentence correct? Which tense is correct?

How times are changing./How times have changed. You used to be the one chasing her. Not she’s the one chasing you.

Both are correct.

How times have changed! Sounds like they may have finished changing now.

These are exclamations, so use an exclamation mark!
