Is this a properly constructed sentence?

1. So you see that girl standing next to the car with red boots on

I do not think it is a properly constructed sentence but I do not know how you call it gramatically. Can someone help? Thank you

Hi, and welcome to English Forums.

In real life, we do have knowledge of the real world. We know cars don't wear boots, red or otherwise. We will know that the speaker is referring to the girl wearing the red boots, even though th part about the boots comes right after "the car."
