Is this a prepositional or a phrasal verb?

the sentence I am supposed to analyze is this, "they should be put on the shelf". My reasoning goes like this, if its a phrasal verb you should be able to ask an adverbial question: Where should they be put? So my guess its phrasal, any insights are greatly appreciated.
