Is this a correct use of 'that'?

The role involves the responsibility to decide whether a claim can be dealt with in-house or that the client is advised to contact another organisation or act on his/her own.

What I was trying to say is that it is the person's, who holds the position, responsibility to decide whether xy should be dealt with in-house or the client should be referred to xy. The role involves the responsibility to decide whether 1) a claim can be dealt with in-house or 2) the claimant should be advised to either contact another organisation or deal with it on their own.

Actually, all that is needed is the first part, since once the claim is taken elsewhere, it really does not matter who deals with it.
