Is this a bad english ?

Our records indicate that there are payments in your account that are overdue, please settle the outstanding payments immediately, the detail as follows :-

You have one giant sentence with independent clauses (sentences themselves) joined by commas - this is incorrect.

It's clearer to just say "Our records indicate that your account is past due. Specific information about your account and payment history are as follows:

[blah blah bla]

Please make arragements to settle the outstanding amount immediately.
