Is "Third World" a value-free classification?

A multitude of works deal with the comparatively less industrialized, poorer, essentially agricultural countries of Asia, Africa and Latin America. Such works could be cataloged under "Backward areas," "Underdeveloped areas," "Developing countries," or "Third World." LC picked the negatively charged "Underdeveloped areas" instead of the relatively "value-free," commonly used and equally serviceable "Third World." (1)

I'm surprised to see "Third World" described that favourably even (or perhaps especially!) in 1972 since it was based on the division of the globe into the "Free World" (hardly a value-free term!), the "Communist World" and everyone else (with the implication that all the Third World countries could be captured by the communists or brought to fruition by the capitalists).
Obviously "backward" and "underdeveloped" are derogatory terms. How about "developing" isn't that at least optimistic-sounding? Any other suggestions?
