Is these lyrics excerpt correct?

This text is an excerpt from the Russian band "Aquarium" lyrics translated from Russian by myself.
I understand that the meaning is dim for lack of the whole text, but let me know, please, are there any grammatical mistakes or mistakes in the word usage in this extract:

...Because others give us no inspiration
neither to live nor to drop a few lines,
and one man's staring at West with adoration,
another one's gazing at East with delight,

and about ten years every one has been learning
one's part that ten years ago was worth not a bit,
while this dog is chuckling at us,

Is this rule ("to stare West", not "to stare at West") acceptable only when speaking about the corner of the earth as a part contrasted historically and culturally with the East?
For example "to stare West with adoration" = "to adore the western countries", but "to stare at the west" = "to look at the sunset"?
