Is there two different stages in the purpose of an action?

Could any native right my ideas?
1. If the purpose as an intended aim in the mind, it has several way to show that.
The action has to do something as its purpose.
The action purposes to do something.
The action intended to do something.
For business purpose, he come toLondon. [for]----in regard to ;

2. If the purpose as a use / effect / result, it has several ways to show that.
