Is there 'the' sound in the video?

It seemed that I’m catching the sound of ‘the’ after ‘for’: for (the) more than 3 million~, while there’s no word of it in the transcript. Would you check if I’m listening well or not?

Yes, he says "The Mental Health Commission is recommending it’s a series of changes to improve support for the more than three million Australians." That is not English. He must have gone on to say something more in the sentence, something like "to improve support for the more than three million Australians ... who have been diagnosed with schizophrenia."
