Is there supposed to be an article?

THE PRIME MINISTER WILL REVEAL A 12 BILLION DOLLAR REVENUE SHORTFALL IN A SPEECH LATER TODAY.

Is seems the news presenter says ‘but’ for ‘the.’ ‘their’ for ‘a.’ Which is right?

The presenter says "THE PRIME MINISTER WILL REVEAL A 12 BILLION DOLLAR REVENUE SHORTFALL IN A SPEECH LATER TODAY" verbatim.

Shouldn't the hyphens be inserted as above? Is it a modern trend to leave out hyphens?

One of my pet peeves exemplified here is the position of a modifying phrase. As is, it sounds as if the shortfall itself will appear in a speech later today; I would prefer to begin the sentence with that phrase.
In a speech later today, the prime minister will reveal a 12-billion dollar revenue shortfall.
