I just had a look at dictionary.com and it says that What's cooking is a synonym of What gives and it means What's going on? What is happening? ( According to urban dictionary and dictionary.com). I'm not saying Aspara Guy is wrong, but maybe this is an informal saying of What's up/ what's happening.
