Is there Joe? vs Is Joe there?

Hi, I have a question.

I know that "Is Joe there?" is a correct sentence, but can you also say " Is there Joe?" to mean the same thing?

Also "Was the book you were looking for there?" can be "Was there book that you were looking for?"
