Is there any noun or adjective for a person that "takes forever to do things"?

Hi everybody!

I've been looking for a word that describes this kind of person quoted in the subject; all at once they are always busy, they're never on time, and take forever to do things. In Portuguese we've got an specific noun/adjective for that.
