Is there any grammatical error in the underlined sentence:

In some organizations, very oftena decision can and should be made by an individual but he is reluctant to do so. As a result, he forms a committee and asks them for a decision what he automatically adopts.

If we just think of the sentence like this : "He asks them for a decision what he automatically adopts"

Does this sentence have any error in terms of structure, not thinking of the meaning of it.
