Is there any difference in meaning between these two sentences because of the placement of the phrase "Walking around there"?

  1. Did you come across a man with a red hat walking around there?

  2. Walking around there, did you come across a man with a red hat?

Is there any difference in meaning between 1 and 2 because of the placement of the phrase "Walking around there"? I think the difference is that in sentence 1, it was the man who was walking around there, but in 2, it was you who were walking around there.Am I right?
