Is there any difference between "in meeting" and "at meeting"?

Hi,

I have seen sentences like:

  • The loan was not discussed in meetings this morning.
  • It's been discussed at meetings.

I wonder if there are any difference between the meaning of "in meeting" and "at meeting"? Also are there any difference between the usage of the two?
