Is there any difference between a scarf and a neck scarf?

Hi, all.

I am just wondering if there is any difference between a scarf and a neck scarf, in the aspect of size, materials, the ways of wearing them...etc.

If anyone is willing to help, I would be very grateful.

I don't think there is any difference, but a scarf could be larger, more decorative and worn around the shoulders, as well as the neck. A neck scarf would be a smaller size and used to keep the neck warm in cold weather.
