Is there an easier question

Hi teachers,
I think the first question is wrong, and the second one is right.
My question is, could there be an easier one if the answer is policemen?

1. What did he want at all the airports?
He wanted policemen at all the airports.
2. What did he want to arrange at all the airports?
He wanted to arrange for policemen to be on duty at all the airports.
