Is there a difference in meanings here?

We can say - I consider him bad (i.e. I consider him to be bad) Is it ok to say and will there be a several meanings if we say - I see him bad. - Does it mean that I see him as a bad person or it means that I am having a problem with seeing him or it can mean both?
