Is there a difference in emphasis in the use of 'in' and 'during'?

Hi, can you tell me if there is a change in emphasis in the two answers below when the comprehen question is 'In which month is Christmas celebrated?'

1) Christmas is celebrated in December.

2) Christmas is celebrated during December.
