is there a difference between these 2 sentences?

Jessie, do you consider blond hair on guys as a turn off?
vs
Jessie, do you consider blond hair as a turn off on guys?

Is there difference where I put the phrasal verb in the sentence? Do these sentences have the same meaning?

P.S.No need to answer to these two examples, I just made them up randomly Emotion: big smile
