Is there a difference between comment tags and tag questions?

I thought they were the same and I always used tag questions like this:

She is a good singer, isn't she?

As far as I can gather, some people use the term "comment tag" for tags that follow the same polarity as the main statement, in this case "She is a good singer, is she?".

I've never heard of a comment tag. Can you give the definition?
