Is the word "is" a misprint?

The *** people are proud of their own culture and at the same time treat other cultures equally. This is has always been their pratice rather than on their lips. They acknowledge the diversity of cultures in a sincere way in deed.

This is from one of my textbooks. Is the word "is" a misprint?
