Is there any word that can best describe a person who likes to make fun of others?

Depending on the context, 'make fun of others' can have eithera positive/friendly or negative/unkind feeling to it. eg

positive - kidder, prankster

negative - sneerer, bully

I assume you asking for nouns and not adjectives or verbs, of which there are many.
