Is the word "greetings" used properly?

Hello!

Someone at the end of a writing (she was giving someone else directions) wrote: Greetings, Sophia.

Is that correct?

It takes the form of ( Dear ---  ) 
As for the conclusion or the valediction as it's called

Sincerely, Regard ... etc
