Is the use of "that" necessary in writing reported speech?

Hi, my friend wrote a test from reported speech and the teacher gave her minus points for not using "that" in the sentences. As in, she wrote "He said he played football" instead of "He said that he played football" I told her she doesn't have to write it, but maybe I was wrong? Is the use of "that" necessary in e.g. formal writing? Any help is extremely appreciated. It would be even better if you gave a source so she could go with it to the teacher. Thank you!
