Is the underlined parts correct?

Hi!

Please take look at the following sentence!

During the cooperation on November 9, 2010 a social rehabilitation plan which provided for consultations by psychologist and addiction specialist and for cooperation with social rehabilitator in order to find a paid job was developed.

Can something be "during" and "on this date" at the same time?
Can I use "provided for" in this context?

I assume you are the same Anon writing the thread about Jane. The impression I got is, you tend to build your sentences with an over use of clauses, adverbials, which make reading it difficult. During- suggest a span of time, But " On" meant a specific date.
