You mean the following is a very good sentence. Right?

The verb "owe" needs an object. i.e." I owed you a lunch ", " You owed me two months rent".
I would say: Therefore, it's no secret that he is in debt.

'He owes money' is fine. We don't need to know who he owes it to.
