The verb tell is normally followed by a word that indicates who was told. You can just add that:

It just tells you that you were better at that time.

Or you can change to says or means:

It just [says / means] that you were better at that time.

'Normally', but I wouldn't say 'necessarily'.

As I said, it depends on the context.
