Is the second time + present perfect

That is the second time 'B has done it.

('B' has done it twice and that is the second time.)

Shouldn't 'B' is a particular person because we are using the present perfect?

Why does this sentence sound acceptable to me even though 'B' here is not a particular person:

That is the second time someone at the gym has noticed me working out incorrectly.

(On the first incident, person X noticed me. On the second incident, another person Y noticed me)

Could someone explain this logically? How could we use the present perfect in 'is the second time someone at the gym has noticed' when the 'someone at the gym' is not even a particular person.
