Is the reptition of look ok?

Is there anything to change?
It looked like he was looking to pass when he was looking to shoot.

  • As you suspect, it's the repetition of the word using two different meanings which causes/exacerbates the problem.
  • Actually, using a verb three times in such a short sentence would not be good style, even if the meaning didn't change.

Perhaps, "It seemed like."
The expression "he was looking to pass/shoot" is casual, and has nothing to do with vision.
It describes "intention." (He was looking to make a killing in the stock market.)
