Is the question correct

Hi teachers,
Context:
After that he went downstairs to the kitchen and switched on the radio.

Would, 'What was the first thing he did when he come in the kitchen?' be an appropriate question for the following answer, 'He switched on the radio.'

I assume that it is obviously the first thing of any importance to the story, however. CJ
