Is the phrase "to action" a noun or a verb?

Understanding how the principle can move people to action, we began to include something like this. Is the underlined phrase "to action" a noun or a verb? I googled it and looked it up in the dictionary but still could not figure it out. Could you help me clarify it? Thanks.
