Is the need for the article "the" dropped when using "that" in sentences like these

the following sentences:

Why should it matter if that poster is Korean or not?

vs

Why should it matter if that poster is a Korean or not?

poster here means an on-line forum poster

1. Are both of these statements correct?

2. Is using the article "A" before a nationality a grammatical must?

3. In case both the statements are correct , is there any difference between the two?

This is true only where the noun meaning a person of that nationality and the adjective are the same. It is not true for all countries.
