Never in my life have I ever heard either the NAmE or the BrE pronunciation. I have only ever heard the word spoken with the emphasis on FRE, not on QUENT.

It is correct. Both the BrE and the NAmE pronunciations are the same.

Even when said as a verb I've never heard "frequent" pronounced that way. YMMV.
