1) They are thinking of getting a new car.

Its similar The second sentence seems to be a bit stronger . The persons are planing to get the car (Thinking which car for instance, color ... ) And in the first sentence they are just thinking whether a new car would be helpful Alex!

They are planning on getting a new car - is perfectly something I would say.

Thinking is part of a good plan. If your plan doesn't involve thinking, it might be a "plan" destined to be doomed.
