Is the "if" redundant?

I disagree. First, you need to decide whether you are talking about singular or plural form of youth, before deciding on the possessive form and its punctuation.
As also noted by others, words used as adjectives do not have a possessive form. Just because, if in a few odd cases, someone has used the possessive form, such a use does not become right grammatically.
