I haven't hear this expression. It sounds like a piece of jargon that a teacher of small children would say. I can't imagine other people saying it.

No. Many adults are reluctant readers.

Thank you for your replies. I asked whether it was used only to describe children because according to Google results, it is used primarily in how-to-get-your-kid-to-read kind of articles. I had to draw up a report about reading figures in my country, and I couldn't think of another word to describe people who don't read much (youngsters & adults included).
