Is the comma placements correct?

Please help me to check whether my sentences are correct with their commas' placement.

1.All the best, and, in the meantime, I shall look forward to reading more amusing, and, let's hope, more brilliant answers.

3.It is, however, stupid.

Is the only difference between 5 and 6 is that those commas in 5 provides a relatively better emphasis since the pause is produced intentionally?

Thanks for your reply. I noticed that you mentioned "Place conjunctions and simple adverbs within the same commas". Then I would like to know what should be done if I would like to address an adverbial phrase rather than a simple adverb. For instance: at the same time, on the contrary.

The blue have already passed over the bridge, but on the contrary, the red are still attempting to move
