Is the combination "Civil Institution" utilized in English?

Is "Civil Institution" a correct way of indicating that an institution is not financially dependent on government? Is it correct at all? By the way, I observed that the combination was utilized in a scientific article written by non-native speakers.

The usual combinations are "civil society" and "civic institution". Be careful about the difference between "civil" and "civic". Sometimes it seems to make a difference; sometimes it doesn't.
