Is this mandatory to start the sentence with small letter after a hyphen?

Sorry that they are not actually sentences that I was confuse of. It's the titles, phrases as you have mentioned. So, can I start it with capital letter in that case?

Oops, sometimes I don't investigate much before doing things. I have seen people using small letter after the hyphen and thought of it as a rule and used in some of my writings recently.
