"is that it has"?

"The optimum is that cell 5 outer region has 9 or 10 resource blocks".
is this correct?
or should ie be: "The optimum is that cell 5 outer to have ..."?

"contain" is ok but since it's not a container I used verb to have.
Anyway how about this third version: "the optimum is the outer of cell 5 to have/contain 9 or 10 resource blocks".
