1. Is that a conjunction in the sentence?
2. Can I drop that from the sentence?
3. Why that is needed here --- at the time that he wrote it?
4. Can I consider the sentence as a restrictive clause?

5. Can I replace that with when?

Certainly, it is not a conjunction. there is not such an usage like this in english. it is a relative pronoun and relative clause. Yes here when ican be also put instead of that.
