Is suggest + infinitive correct?

I've learned in my english grammar that there are three ways to use suggest in a sentence: 1) suggest + gerund, 2) suggest + (that) one should, and 3) suggest+subjunctive. However, I've come across suggest+infinitive numerous times. Thus, I would like to know whether the following sentence is considered correct.

"I suggest to the government to assist with paying the rent that people can't afford"

I would be really grateful if a native speaker could answer my question.
