Is "stated" and "who" the best options here?

Are "stated" and "who" the best options here? Or something else will make the sentence better?

The whole front of this sentence needs rewording. And a better verb, yes. For example: His words, disjointed and inadequate, blamed everything on his girl friend and her father.
