Is 'spend' an action or stative verb?

Hi there,

Is 'spend' an action or stative verb?

There is a sentence which reads 'When I was three, I ________ (spend) weekends at my grandmother's'. I am sure that any of these three options will be grammatically correct - spent/would spend/used to spend. However, only two options are given in the answer key - spent/used to spend.
