Is so facile as to

Does "an empathy that is so facile as to block" mean "an empathy that can easily block"?

Context:
Such treatment of black people during and after life was heartbreakingly common during this time. I elected not to illustrate any of these scenes, because of a point that Reiss made, working from the writings of Saidiya hartman: Hartman's suggestion is that such scenes can too easily amount to either pornography or self-serving 'empathy' for the victims, an empathy that is so facile as to block an understanding of the real differences between observer and victim. her solution is to avoid the spectacular altogether and to focus instead on the terror inherent in those routine aspects of slavery that are not physically brutalizing
